KENT (North West) PRIORY LEAGUE RULES The Competition shall be open by invitation of the Priory League Committee to clubs affiliated to the Squash Racquets Association, having available at least two courts of standard Squash Racquets Association specifications. The Competition operates within the framework of the Kent Squash Rackets Association and covers an area South of the River Thames and into Kent as far as a line drawn between Chatham and Tunbridge Wells. Clubs participating in the Competition are expected to accept the responsibility of sending at least one delegate to the Annual General Meeting. RULES (Agreed by A G M of Competing Clubs 27th April 2005) 1. TEAM PLAYERS Teams shall consist of five members from each club. No member may play for more than one club in any one season. A club may change the composition of its team during a season but must always play its team in order of merit. 2. ELIGIBILITY a) Anyone playing more than twice for a team in the Priory Leagues will be ineligible to play for a lower numbered team in the same or lower division. b) Any player representing a club in the last 28 days (winter league) or 14 days (summer league) of the published season (the last date of actual fixtures) must have represented that club in the Priory League on at least one occasion in the same season unless the prior consent of the Committee is obtained. 3. TIES/MATCHES/GAMES TIES between clubs shall consist of five MATCHES, each match shall be the best of five GAMES. 4. FIXTURES and START TIMES a) Ties are to be played normally on a Tuesday night on the dates shown on the fixture grid unless specifically agreed otherwise by the opposing captain. Any fixture changes necessary must be agreed and finalised prior to the starting date of the Competition in any season. The “Home” Captain must advise the Results Secretary and the opposing captains of any such changes at least 14 days prior to the starting date of the Competition. NO CANCELLATIONS WILL BE ALLOWED IN THE WINTER OR SUMMER SEASON (unless exceptional circumstances approved by the committee). b) In circumstances where a club has more than two teams in the competition, any rearranged ties should, wherever possible, be in the same week as the fixture date specified, preferably the Wednesday or Thursday evenings. c) Ties are to commence at 7.30 pm unless otherwise agreed by the captains involved. It is imperative that as many of the team as possible arrive promptly. Three players from both teams should be present and ready to play by the agreed starting time. It should be regarded as exceptional to arrive more than 30 minutes late. If, without reasonable explanation, a team has not at least one member present and ready for play within 30 minutes of the agreed start time, it shall forfeit the tie. Similarly, if any team member is not present one hour after the agreed start time he shall concede his match and any other strings below him unless agreed otherwise by the opposing captain. d) It is the responsibility of the home team to provide sufficient court time. The minimum requirement is considered to be two courts, each available for two hours play. If after a prompt start has been made, a tie has to be curtailed because courts are unavailable for further play, then the home team shall forfeit the uncompleted matches. e) Where double-header ties are played, each player will have been considered as playing twice regarding eligibility for playing for a team in a lower division. 5. RULES OF PLAY and BALL Rules of play shall be those laid down by the World Squash Federation and the balls shall be new and of S.R.A. standard as selected by the home club. 6. LEAGUE SYSTEM a) The League Competition shall be played as a League and split into Divisions. In any division each team plays all other teams in that division both home and away. At the end of the season the bottom two teams in each division shall be relegated and the top two teams in each division shall be promoted. b) Vacancies caused by any clubs ceasing to compete or any consequent vacancies shall be filled at the discretion of the Priory League Committee provided that promotions gained under Rule 6 (a) are not affected. 7. LEAGUE POINTS One point shall be scored for each game won in a best of five games match between two players. Five bonus points will be awarded to the team winning most matches in the tie. The result of the League Competition shall be decided on the total points scored, and in the event of a draw between two or more teams, the order of precedence shall be decided by the greater number of ties won and then the percentage of the individual games won to the individual games played during the season. 8. REFEREES and MARKERS All matches throughout the Competition must be marked. The home team to be responsible for supplying three of the markers and the visiting team two, unless specifically agreed between the opposing team captains. In the event of a referee being called for, they must be from the opposing team to the marker. 9. LEAGUE RESULTS a) Teams must play in strict order of known merit. The temporary indisposition of a player does not justify him being played in a lower position; if he is fit enough to play at all, then he is fit enough to play in his correct position. b) Before the start of each tie the two captains shall simultaneously exchange result cards giving the name and nomination number of each team member and the order of play. Failure to do this will invalidate any complaint as to the order of play. The Results Secretary has full authority to deduct points if he feels that the order of play has been abused. c) On completion of every tie each team captain should sign both result cards and each captain should arrange for the Results Secretary to be informed of the result within two days of the tie date either by post, or fax (ONLY BETWEEN 9am - 6pm Mon - Fri). Any breach of this rule will result in the offending team having five points deducted. 10. DISPUTES AND DISCIPLINE a) All disputes shall be submitted in writing to the Priory League Committee whose decision will be final. b) The Priory League Committee has full powers in all disciplinary matters to suspend any individual player, team or club. 11. ENTRY FEES and PRIZES a) At the beginning of each season, an entry fee will be charged for each team competing in the Competition. The entry fee will be fixed by the AGM and payable before the first tie of each season. Any club not having paid by this date will be deemed disqualified. b) A plaque or trophy will be awarded to each team winning a division of the league. 12. MISCELLANEOUS a) If a team does not play a return home fixture in the season they shall make a £35 minimum contribution to the opposition. All cases in dispute shall be submitted to the Priory League Chairman in writing. The Priory League Committee's decision will be final. Failure to comply with this rule will result in the clubs invitation to play in the Priory League being withdrawn. b) The cost of any bar bill shall be shared equally between the two teams, unless mutually agreed by the two captains before the first match between the teams is played.. 13. NOMINATIONS a) All clubs shall nominate their players in playing order in writing to the Results Secretary before the first fixture date. Teams may renominate in writing no later than the first fixture date of the second half of the season. b) Individual nominations may be added to any team, except contravening rule 2B. These nominations must be approved by the Results Secretary prior to the individual playing in the Priory League. c) In any tie, one nominated player only will be allowed to move/switch one position each way e.g. a number 4 may play numbers 3,4 or 5. Any team playing a non-nominated player will result in that players match and any played in lower matches being void. d) Failure to enter the correct nomination number or without nomination number on the result card will result in the deduction of one point per incorrect completion. e) Failure to enter the correct name of a player(s) on the match card will be seen as a serious offence and will result in the opponents being awarded the tie 20 - 0 points. 14. ELECTION OF OFFICERS a) The Priory League Committee shall comprise Chairman, Fixtures Secretary/Treasurer and Results Secretary, all of whom shall be elected at the A.G.M. in May each year. b) The Committee shall appoint up to four (preferably two male and two female) representatives of the North West Kent clubs to serve on the Management Committee of the Kent S.R.A. 05.05.05
